Guest Speaker:  Chief Manuel Borrego

 
Topic:  Diversity in the Local Police Department
   
Program Description: The Wichita Falls Police Department supports and implements a diversity program which:   
 
  • Defines and demands respect for all personnel employed by the Police Department, no matter the ethnic or racial make-up of the personnel.  It teaches constructive conversation as well as cooperative attitudes and helps our personnel see into the cultural differences of our people and how these cultural differences can create differences in opinions and decision-making.      
  • The educational program also reaches into the public arena and teaches our police officers about the many ethnic and racial groups that make up our jurisdiction.  It helps our officers understand how these cultural differences can influence the way the public responds to our officers during various activities.      
  • Our overall educational process demands of the department leadership that they model the language, cooperation, respect, and behaviors which promote excellent understanding and respect for the diversity of employees and the public we have.    
      
Learning Points:  Diversity is part of the fabric of everyday lives of our police officers.  It is integral to the though processes and behaviors that our police officers use when dealing with one another as well as the public.
 
Speaker Biography:   Chief Manuel Borrego joined the Wichita Falls Police Department in 1982 after being honorably discharged from the USMC.  He promoted through the civil service system to the rank of Captain.  In 2010 he was appointed to the position of Deputy Chief of the Field Services Division.  In 2012 he was appointed to the position of Police Chief for the Wichita Falls Police department. 
       
Chief Borrego had a parallel career in the Unites States Army Reserves.  He held the rank of Command Sergeant Major upon retirement in 2012 after 32 years of service.  His military occupation specialty includes:  Fires Support Specialist for the Field Artillery and an Army Reserve Drill Sergeant.  His overseas assignments included a tour in Okinawa in 1980 with the USMC and in 2009 he was deployed to Afghanistan in support of Operation Enduring Freedom as a detachment of the 95th Division USAR.
 
Chief Borrego's education includes a Bachelor Degree from Midwestern State University.  He is a graduate of the 182nd FBI National Academy and the Bill Blackwood Leadership Command College (LEMIT) Sam Houston State University.  He is also a graduate of the United State Army Sergeants Major Academy at Ft. Bliss Texas.  He currently hold the TCLEOSE Master Peace Officer certification. 
 
 
Chief Borrego serves on the Texas Police Chief's Association Executive Board Region 5 Director, Boy Scouts of America Executive Board, Veterans Advisory Council Board, Knights of Columbus Sacred Heart Catholic Church and Patsy's House Board.
